This character is comprised of two parts, the upper part is the radical 宀, the lower part is another Chinese character 牛 niú ( means bull). the radical 宀 seems like a house, do you remember  the character  ?  in order not  to let the ox run out, the house must be more sturdy. so the original meaning for 牢 was "corral for oxen". the house of corraling for oxen can also corral the criminal safely. therefore  the meaning came to indicate also "a place for caging a criminal","prison" or "jail". there is  no difficult to understand the extended meanings.
